A One Health approach holds great promise for attenuating the risk and burdens of emerging infectious diseases (EIDs) in both human and animal populations. Because the course and costs of EID outbreaks are difficult to predict, One Health policies must deal with scientific uncertainty, whilst addressing the political, economic and ethical dimensions of communication and intervention strategies. Drawing on the outcomes of parallel Delphi surveys conducted with policymakers in Singapore and Australia, we explore the normative dimensions of two different precautionary (...) approaches to EID decision-making—which we call regimes of risk management and organizing uncertainty, respectively. The imperative to act cautiously can be seen as either an epistemic rule or as a decision rule, which has implications for how EID uncertainty is managed. The normative features of each regime, and their implications for One Health approaches to infectious disease risks and outbreaks, are described. As One Health attempts to move upstream to prevent rather than react to emergence of EIDs in humans, we show how the approaches to uncertainty, taken by experts and decision-makers, and their choices about the content and quality of evidence, have implications for who pays the price of precaution, and, thereby, social and global justice. GILBERT JEAN FACCARELLO (Paris, 1950) is professor of economics at Université Panthéon-Assas, Paris, and a member of the Triangle research centre (École Normale Supérieure de Lyon and CNRS). He is presently chair of the ESHET Council (European Society for the History of Economic Thought). He completed his doctoral research in economics at Université de Paris X Nanterre. He has previously taught at the Université de Paris-Dauphine, Université du Maine and École Normale Supérieure de Fontenay/Saint-Cloud (now École Normale Supérieure de (...) Lyon). Underscoring the economic significance of the Knightian distinction between risk and uncertainty, Don Katzner forcefully challenges the continued dominance of the expected utility model based on subjective probability in macroeconomic analysis and offers in its place a simple yet elegant model of decision making inspired by the pioneering work of G.L.S. Shackle. In doing so, Katzner lends support to a research program to identify a more coherent and empirically grounded theory of decision making under uncertainty. Our paper makes three contributions (...) to this program. First, we argue that the appropriate choice of a model of individual behavior under uncertainty cannot be adjudicated merely on logical, a priori grounds, but must ultimately be based on consistency with observed behavior. There are many internally consistent models and their external conditions of validity hardly ever rely on inconceivable scenarios. Second, while Katzner’s model certainly provides a plausible foundation for understanding choice under uncertainty, we suggest that it is somewhat underdetermined. It requires further theoretical articulation to yield testable predictions which differentiate it from competing approaches. Third, we discuss recent experimental findings that may need to be addressed by any satisfactory theoretical account of decision making under uncertainty. (shrink)

Taking exception to Gilbert Ryle's influentially ironical remark about introspection, that it would be like peering into a 'windowless chamber illuminated by a very peculiar sort of light, and one to which only he [the one attempting the introspecting] has access', this essay claims that introspective awareness of one's actions and motivations in their chronological sequence is not empty but highly informative, not trivial but inseparable from any significant life, and not hopeless but entirely feasible. It is argued that (...) informative and significant introspective awareness is a practice which ought to be as unbroken as possible, not fetched into consciousness or dismissed therefrom at whim in discrete quanta. Philosophers of mind for whom self-awareness is a surd will, however, naturally be inclined to attend to it reluctantly, thus without the requisite persistence, and without understanding it to be a skilled practice. This essay offers a preliminary map of the territory of introspection, which it defines under the heading of 'inner space and inner time.' It shows what sorts of conceptual clarifications are to be gained by the introspective practice it recommends, what responsibilities grasped, and what missteps avoided. (shrink)

WilsonDuring the Romantic period, writers on both sides of the Atlantic explored the sleepwalker as a merger of holiness and horror. Emerging when scientific thinkers for the first time were connecting spirit to electricity and magnetism, the somnambulist became to certain Romantics a disclosure of the difficulty of harmonizing unseen and seen, agency and necessity. This problem prominently arose (...) in Anton Mesmer's late eighteenth-century experiments in animal magnetism, in which the sleepwalker proved a paradox: an opaque revelation of transparent currents and an unconscious vehicle of sophisticated thought. Romantics such as Coleridge embraced the somnambulist as an embodiment of these troubles involved in relating motion and meaning. Coleridge and those who responded to him saw in the hypnotized human this sobering possibility: the invisible requires the visible to make itself manifest while the visible needs the invisible to become significant. 1 This is sublime and sinister: to elevate a material form to spiritual power is transcendence; to sink the boundless into a body is grotesque.Here I explore the philosophical implications of animal magnetism, the place of the sleepwalker in the history of ideas, and the role of the hypnotized human in Romantic writers, especially Coleridge. I also meditate on relationships between matter and spirit, machine and human, word and thing. Along the way, I place the history of ideas and the works of Romantic writers in mutually illuminating dialogues. The literary texts shed fresh light on philosophical problems while the ideas reveal hidden literary elements.The somnambulistic trance had been around long before Mesmer's magnetic sleeps. For centuries, shamans had used auto-hypnosis to sound [End Page 329] their souls and other-hypnosis to cure their tribe-members' ailments. However, somnambulism could not become a scientific phenomenon until Europeans in laboratories began to study electricity and magnetism. In the early modern period, Paracelsus argued that a vital fluid courses through the cosmos. The human being draws this flow like a magnet attracts force. When the body pulls to itself evil effluvia, it falls ill. To return patients to health, Paracelsus placed magnets on painful areas. He hoped to extract the unwanted current and return it to the cosmic swirl. 2 In "magnetizing" spirit, Paracelsus opened a door for empirical inquiry into the invisible world. In 1600, William Gilbert claimed that magnets correspond to the earth: both are animated by universal attraction and repulsion. 3 By the end of the seventeenth-century, Newton proposed that things are impelled by a force that draws and repels. Newton's theory of gravity inspired natural philosophers of the next centuries to search for a principle of which the magnet and the spark are manifestations. 4During the second half of the eighteenth century and the early part of the nineteenth, natural philosophers explored electricity and magnetism with unprecedented precision. In 1752, Benjamin Franklin revealed the mystery of lightning and perhaps the spark of life. 5 Inspired by Franklin, F. C. Oetinger, J. L. Fricker, and Prokop Divisch developed a theology of electricity, based on the belief that God is the electrical current. 6 Later in the century, Luigi Galvani and Alessandro Volta debated over whether the galvanic flow might be the origin and principle of life itself. 7 A few years before Franklin harvested lightning, John Michell argued that the magnetic force is not constrained to lodestones but is possibly pervasive. Some years later, Franz Aepinus suggested that magnetism and electricity manifest a deep energy. Soon after, C. A. de Coulomb discovered the mathematical law by which electrical and magnetic forces operate (Whittaker, pp. 50–59).These findings led to the breakthroughs of the nineteenth century. 8 In 1807, Humphry Davy hypothesized that chemical elements interact through electromagnetic affinity or repulsion. 9 In 1820, H. Gilbert Harman’s defense of moral relativism is distinctive because it is grounded upon a fundamental theory of moral obligation, and not merely upon certain well-known anthropological facts (e.g., cultural diversity). Harman’s theory of moral obligation is a particular form of “internalism”-roughly, that to have a moral obligation, one must have some adequate motivation (either dispositional or occurrent) to observe such constraints on action. It is argued, in the present piece, that Harman’s version of internalism fails to account for the (...) sense of using common moral judgments for the purposes of moral education (there is, in other words, a relativism that exists between those with more complex moralities and those who are just learning moral ideas). But this use of moral judgments seems to be crucial in moral education. Since this is so, this difficulty poses an important anomaly to Harman’s relativistic moral theory. (shrink)

Depuis les années 1960, Gilbert Durand a fondé et développé une méthodologie et une épistémologie novatrices de l'étude des imaginaires individuels et culturels qui ont inspiré une Ecole de Grenoble, qui n'a cessé d'essaimer à travers un grand nombre de centres de recherches en France et dans le monde. Sa pensée, connue à travers la mythocritique et la mythanalyse, enrichie par une vaste culture historique et pluriculturelle, a été appliquée dans les domaines les plus divers des sciences humaines et (...) sociales. Loin d'être un système clos, son oeuvre a inspiré une épistémologie ouverte qui a permis, sur la base des acquis fondamentaux, de se préciser, de s'adapter à des champs nouveaux, de recevoir les apports d'autres écoles, courants ou traditions culturelles. Les contributions ici rassemblées permettront de mieux situer l'émergence de la problématique de l'imaginaire dans différentes disciplines ou champs d'études, de présenter les innovations théoriques apportées par l'anthropologie de l'imaginaire de G Durand, d'illustrer les innovations qu'elles auront permises, d'amorcer des éléments de prospective pour les chantiers actuellement en cours d'exploration. El autor de los debates apoyándose en los propios pensadores rusos de la "tradición clásica", como por ejemplo Herzen, Dostoievsky, Tolstoy, Leontiev y Berdiaev. This person would assume several roles: as asounding board to those needing confidential consultation about research issues — basic, applied or clinical; as afacilitator for those wishing to pursue a formal grievance process; and as aneducator to distribute guidelines and standards, to raise the consciousness regarding sloppy or irregular practices in order to prevent misconduct and to promote the responsible conduct of research.
